BLM Publishes Notice of Intent to Amend Resource Management Plans for Section 368 Energy Corridor Revisions and Prepare an Associated Environmental Impact Statement
The U.S. Bureau of Land Management (BLM) published a Notice of Intent in the Federal Register on December 1, 2023, to “Amend Resource Management Plans for Section 368 Energy Corridor Revisions and Prepare an Associated Environmental Impact Statement.” The Notice of Intent announces the beginning of the scoping period to solicit public comments and identify issues. The BLM also published the planning criteria that will guide the planning effort for public review. The BLM requests that the public submit comments concerning the scope of the analysis, potential alternatives, and identification of relevant information by February 2, 2024. Project information, maps, and information on how to submit comments can be found on the BLM National NEPA Register.
The BLM will evaluate modifying portions of seven existing interstate Section 368 energy corridors, which would require amending 19 existing BLM Resource Management Plans. The corridors being evaluated through this effort include:
- Corridor 16-104 (California, Nevada)
- Corridor 18-23 (California, Nevada)
- Corridor 27-41 (California, Nevada)
- Corridor 30-52 (Arizona, California)
- Corridor 81-213 (Arizona, New Mexico)
- Corridor 113-114 (Nevada, Utah)
- Corridor 138-143 (Colorado, Wyoming)
The BLM will hold four in-person and two virtual public scoping open houses to learn about the energy corridors and inform the public on how to provide effective comments.

- January 9, 2024 – Cedar City, UT: Cedar City Heritage Center, 96 N. Main St. (4 p.m. to 7 p.m.)
- January 10, 2024 – Laughlin, NV: Laughlin Regional Government Center, 101 Civic Way (4 p.m. to 7 p.m.)
- January 11, 2024 – Phoenix, AZ: BLM National Training Center, 9828 N. 31st Avenue (4 p.m. to 7 p.m.)
- January 17, 2024 – Craig, CO: BLM Little Snake Field Office, 455 Emerson Street (4 p.m. to 7 p.m.)
